Public sector investigations often involve heightened due process requirements, as well as scrutiny from public officials, community members and, at times, the media. Investigators must be aware of additional procedural requirements that may affect the investigative process. We have significant experience conducting personnel investigations for public law entities, including pursuant to the Public Safety Officers Procedural Bill of Rights Act and the Firefighters Procedural Bill of Rights Act.
Shannon regularly conducts investigations for public law entities, including cities, counties, universities and state agencies. She has investigated allegations against elected officials and has extensive experience working with union- and attorney-represented parties. She frequently investigates matters involving allegations of harassment, discrimination, retaliation, use of force, bullying, and violations of ethical and professional codes. Shannon is well-versed in the procedural requirements of the Public Safety Officers Procedural Bill of Rights Act and the Firefighters Procedural Bill of Rights Act.
At the start of an investigation, Shannon works with clients to determine the initial scope of the review, and then independently plans and conducts the neutral fact-gathering process, keeping clients apprised of the status of the investigation. Depending upon individual clients' timing and budgetary considerations, investigative findings can be delivered in the form of an executive summary, a full investigative report, or both.
